Add GitHub workflow to mirror branches to GitLab

This workflow automatically mirrors all branches (except main/master)
to a GitLab repository. It uses GITLAB_TOKEN secret for authentication
and supports configurable GITLAB_URL and GITLAB_REPO variables.
