TASK: bring up CanMV-K230 board for RTT

Cannan 提供了一份基于较早 RTT 主线的 BSP 代码，经清理后目前放在 https://github.com/unicornx/rt-thread/tree/dev-canmv-plctv2-cleanup/bsp/k230。
我们需要将这份 bsp 整理移植到最新的 RTT 主线 master 上，目前已经移植了一部分在 https://github.com/RT-Thread/rt-thread/tree/master/bsp/k230。
