Description
Whould be nice to have the ability to compose rate limits, like this: 10 rps, 100 rpm, 1000 rpd, whatever comes first.
Another kind of rate limit is the concurrency, we could limit it.
The backend of this rate limits should be interfaces so it can be extended as needed.
