I`m having the same issue. It is stated that this image provides an "always fresh and bleeding edge version of osTicket Shipping with plugins and language packs" but here seems only one language available?

"hacky" solution

you need to fork this repo and add the plugin and language files manually in Dockerfile to the right places in directory.

more complex solution

For myself i forked both repos, this one and the main osTicket repo, because i needed further changes on osTicket sourcecode itself. I've added the plugin and language files to the main repo and updated the repository_path in the git clone instruction for the docker repo.
