Maintaining project

Hello!

I would like to make this project alive; though I am not sure that there is enough demand. As it is a self-hosted project, I doubt you have enough statistics about usage, especially for the last year or so. But project by itself seems interesing.

If I would start to maintain this project, I would have such a plan:

0. Update and complete test suite (before any upgrades of core dependencies)
1. Update libraries and gems, replace highly outdated dependencies, make project work on modern Ruby branch, lint code (probably have to push to Rails 5 or 6, Rails 4 is pretty outdated at the moment already)
2. Add dependabot, github actions to CI/CD, mandatody CI for pull requests
3. Make and publish a rodmap based on issues, TODO and common sense
4. Work on the roadmap features
5. Documentation, user guides

Let me know what do you guys think.

@Tripwyre Good to hear! I think I also know couple of people who can contribute, but first we need to clean up here. This project is way too outdated.
So we'll wait until current owner of the project let us know about maintaining project then.
