Change existing StandardNote instance to RejectableStandardNote. Then distinguish between a (non-rejectable) StandardNote and RejectableStandardNote

Today, StandardNote is rejectable by default. This makes sense when pool is subdivided into multiple subpools.

However, in several deployment scenarios there will only be a single subpool. Therefore, in such cases, rejectable StandardNote is useless.
