Paid and allocated DSDs for ESF CZ recipients are the same

<http://data.openbudgets.eu/ontology/dsd/list-of-beneficiaries-eu-funds/cz/2007-2013/paid> and <http://data.openbudgets.eu/ontology/dsd/list-of-beneficiaries-eu-funds/cz/2007-2013/allocated> DSDs for the ESF CZ recipients dataset use the same component properties. I think the same DSD can be used to avoid duplication.
