Add an enumeration for "production" and "test" environments

Datasets are currently published from test and UAT environments (see http://visualiser.openactive.io/).

There is currently no way to distinguish between live data and test data.

The dataset site should include a flag (and ideally content in the HTML template too) that indicates that it represents a test environment.
