[Bug]: Install gpgkey fails Ubuntu Noble

What happened?

First step on install guide for the probe:

https://ooni.org/install/cli/ubuntu-debian/

sudo gpg --no-default-keyring --keyserver hkp://keyserver.ubuntu.com --keyring /etc/apt/keyrings/ooni-apt-keyring.gpg --recv-keys 'B5A08F01796E7F521861B449372D1FF271F2DD50'

This stops with the following error:

gpg: can't connect to the dirmngr: El fitxer o directori no existeix [1]

1: The file or directory doesn't exist
2: The reception of the keys from the server has failed: It didn't enter to any directory

Ubuntu Studio on Nobel, with UnityDE

Workaround. Create the directory .gnupg
`directory '/root/.gnupg' created`

I replicated this problem, also as a user in an ubuntu:noble container. The above works and doesn't fetch the key as root.
