Make a release of the new sequencing pipelines

• Refactored sequencing pipeline should become an adapter into the OncodashKB project.
  • Commit the current script into oncodashkb/adapters.
  • Ensure that its parameters can be set through CLI arguments.
• Refactored OncoKB project should be released as an adapter in its own project, into the Oncodash organization.
  • Move the existing OntoWeaver adapters from OncodashKB into this new project.
