[Enhancement]: make user can view the schedule tasks that failed to startup

What would you like to be added?

a schedule task will not be viewed when it is failed to be executed, for example

1. I create a partition plan task and make it executed every day.

2. I change the table'd ddl which make partition plan task not be executed normally

3. I can get the alert message normally
   

4. I can not view the record at the odc:
   

Why is this needed?

make odc better
