Scroll anchors disappear behind sticky header

Currently anchor links don't behave properly in any browser. They always scroll to the top of the page, hiding the anchor behind the sticky header. There is scroll-margin-top, which is also set, but it doesn't do anything. I suspect there is some JavaScript hijacking the behavior, but I can't find it.

With #1504 I've made a fix to this issue.

The scroll-margin properties are for setting a margin on an individual item. A scroll-padding property (probably scroll-padding-block-start) is what we’d want here, since it allows a scrollport (in this case, :root) to mark off which parts aren’t safe to scroll to. The JS scrolling mechanism may or may not ignore scroll padding though (I think it does, however, I know it ignores scroll-behavior).

Worth noting I’d like to get rid of the listbox here (#1371) and just have a popover with some in-page links, so all of the existing JS for the README TOC would be unnecessary.

programmatically scrolling does ignore scroll-margin-* and scroll-padding-*, that's why my PR adds the margin via the router's scroll behavior
