Finish Actor Framework CI

This task requires migrating unit tests from our internal build pipeline into LUnit.

Test is located at \pipeline\Test Actor Framework from AzDo

There are additional Caraya tests located at Core\Testing\Tests

I am still missing to add the LUnit CI from Icon Editor here, so i will create a new issue for that.

I'm willing to take this on. Just let me know when the AzDo tests are available for me to work from.

@crossrulz some unit tests you migrated to LUnit for the icon editor can be used here since they are generic, i recommend you bring them over.
