Border of "Create new tag" item in "Manage tags" modal is cut off

Describe the bug
When the "Create new tag" item in the "Manage tags" modal is selected (via tabbing there) it's border is cut off.

To Reproduce
Steps to reproduce the behavior:

1. Go to a page in Collectives
2. Click on the three dots menu
3. Click on "Manage tags"
4. Enter a non existent tag name
5. Press tab
6. The border of the selected "Create new tag" item is cut off

Expected behavior
The border is not cut off
