Keyboard settings harder than need be

Currently it is harder than necessary to set the keyboard language to German:

It would be nice if this could be made much easier.

In Rolling, this is done much easier already via Manjaros keyboard kcm. For KDE in general, alll kcms are currently in stage to be rewritten, there should be a ticket for each one of them for discussion here: https://phabricator.kde.org/tag/plasma_kcm_redesign/
