-128 impossible to input on joystick

Summary

Input range on joystick should be [-128, 127].

Repro

1. Input -128 on either X or Y joystick
2. Advance frame
3. Input is incorrectly clamped to -127

Expected behavior

Input range should allow for full range of joystick inputs.
Wrapping should go from 127 to -128, and -128 to 127.

This is intended due to rounding issues that happen when the middle of the range is not 0.

Having legitimate inputs not be possible in a TAS input tool should not be intended behaviour.
