Won't work on third Edge profile

I've a personal Edge profile and two work profiles. Have set Don't Close Window With Last Tab on each but will work only on the first two installed. Each has the same settings for closing Edge. Maybe edge has a limit?

Just found Edge has the same under settings; appearances; customize browser. Apologies should have looked there first.
