Backspacing a list nested in blockquote leaves the blockquote

Steps:

1. Press enter (to ensure there's a new line above the cursor)
2. Choose "Blockquote"
3. Choose "UL"
4. Press backspace.

I would have expected that pressing backspace would leave the cursor inside the blockquote.
