Can't disable doublexpmsg | 8x times more XP?

I'm not able to disable the Messages where you get doubble XP. Even if its disabled its on.

This server is running Paper version git-Paper-89 (MC: 1.16.1) (Implementing API version 1.16.1-R0.1-SNAPSHOT)
XPBoost version 3.4.0
