Support Windows SDK 10.0.26100.7175

Hi,

Not sure if this is still the way it's handled but previously I think we had to request new releases of the windows crate to get updated APIs. I'm interested in the following new APIs available in Windows SDK 10.0.26100.7175:

WinRT:

• KeyCredential.RequestSignForWindowAsync https://learn.microsoft.com/en-us/uwp/api/windows.security.credentials.keycredential.requestsignforwindowasync?view=winrt-26100

Win32:

• WebAuthn Plugin (webauthnplugin.h) and related APIs required for https://github.com/microsoft/windows-classic-samples/tree/main/Samples/PasskeyManager#passkey-manager-sample

The WinRT update should be easy enough.

The Win32 side is a little problematic as that is still produced by the win32metadata project which is itself behind.

I'm working furiously on a replacement (#3861) for win32metadata but I'll see what I can do to get these updates flowing in the mean time.

This includes the WinRT API you mentioned above.

#3897 has been merged - you should be able to test against GitHub at least for the WinRT APIs.
