Display actual UTF8 text in Decoded Text column.

Ability to display the actual characters instead of "." for 2,3 or 4 byte UTF8. UTF8 is one of the most common formats used.

Right now if I open a document in a foreign language, E.g. Greek, I get "." shown as the decoded text. So for example below notice the text is not showing for non-English in the Decoded Text Column

This is not suitable behavior for a hex editor. UTF-8 code points above U+007F are encoded using more than one byte. See https://en.wikipedia.org/wiki/UTF-8
