Issue Description
We have enabled the include option to ensure that incidents are received only by the SRE agents added to the include list for Sev0 and Sev1 incidents. Other incidents should not be routed to the SRE agents.
Configured incidents:
Sev1: Include incidents (configured on 19th Jun 2026)
wcms-prod-appsrv1-vm diskspace usage greater than 90 percentage
Sev2: Include incidents (configured on 19th Jun 2026)

Expected Behavior
We expect the SRE agents to receive only the incidents configured in the include list, specifically the Sev1 incident:
wcms-prod-appsrv1-vm diskspace usage greater than 90 percentage
Actual Behavior
The SRE agents are receiving all Sev1 tickets instead of only the configured incidents from the include list.
