[Issue] I can't continue conversations in the incident chats

Issue Description
Every time I try to dig deeper into alerts triggered from Azure Monitor and check the chat for the incidents the agent is responding to, I keep getting errors.

Try to talk in any incident chat opened by the agent

Expected Behavior
It should respond to me

Recurring errors from the agent
