This PR is the pure upstream ICU 78 source dump.
It imports the upstream ICU 78 contents as a bulk source/data ingestion step, creating a clean baseline for the version update. The intent is to keep this PR reviewable as an upstream-only import: no Microsoft-specific patches, generated CLDR refreshes, blocked-content edits, test expectation ports, or build/CI fixes are included here.
Those Microsoft-edited/modified changes will be split into follow-up PRs so reviewers can distinguish the upstream import from the MS delta.
