What is your question?

When researching how to give users access to the Power App apps that come with the CoE Starter Kit I found that you are supposed to assign them the CoE Viewer and CoE Maker Viewer roles. When I went looking for these roles they do not exist in my environment. When reseaching that I found that the initial import must not have completed successfully so I re-imported the Core Components. I still do not see those roles in my environment. Were these deprecated? If so, how do you grant users the ability to use the apps?

Thanks for the details!

The security roles "CoE Viewer" and "CoE Maker Viewer" do not exist in the CoE Starter Kit Core Components solution.
If you saw references to these roles, they usually come from:
Outdated or very old documentation
Third‑party blog posts
Custom roles created by other organizations
Misnamed references to the real roles

The official security roles included with Core Components have been:
Power Platform Admin SR
Power Platform Maker SR
Power Platform User SR
These have been the correct role names since April 2023.

How to grant users access to CoE apps:
Step 1 — Assign the correct Dataverse security role
Go to:
Power Platform admin center → Environments → [CoE env] → Settings → Users + permissions → Users
Assign the role based on the user’s access requirements:

Power Platform Admin SR – For CoE administrators
Power Platform Maker SR – For makers who need to view their resources or submit requests
Power Platform User SR – For end users who only need read‑only App Catalog access

Step 2 — Share the Canvas app
You must also share the app itself:
Go to make.powerapps.com
Select your CoE environment
Go to Apps
Open the app (e.g., Admin Command Center, Maker Command Center)
Click Share
Add the users or groups

Important:
Users need both:
A Dataverse security role (controls data access), and
App sharing (controls ability to open the app)
Without both, the app will either show no data or fail with permission errors.

Thanks for this information. We have regular accounts and admin accounts. I assigned the Environment role to the user's regular account but when I go over to the Innovation Backlog app I only see his administrative account. Is there something misconfigured that would not allow me to share to his regular account?

The behavior you’re seeing usually occurs when the user’s regular account is not yet provisioned in the CoE environment. Only users that exist in the Dataverse Users list can appear in the Share dialog in Power Apps.

To fix this, please try the following steps:

1. Ensure the regular account exists in the environment
   Please check:
   Go to Power Platform admin center
   Select your CoE environment
   Navigate to Settings → Users + permissions → Users
   Search for the user’s regular (non‑admin) account
   If the regular account is not listed:
   Select Add user and add this account to the environment.

2. Have the user sign in once to the CoE environment
   A Dataverse user record is created only after the user either:
   Has been added to the environment, or
   Signs in to make.powerapps.com and switches to the CoE environment
   Please ask the user to:
   Go to make.powerapps.com
   Select the CoE environment from the environment picker
   Wait a few seconds for provisioning
   After this, the account becomes visible in the Share dialog.

3. Why you only see their admin account
   Admin accounts automatically appear because they already have environment-level permissions.
   Regular accounts only appear after they are added or after they sign in once.

4. Why other users or groups are not appearing
   This usually means:
   The users have never been added to the environment
   They have never logged in to the environment
   The environment is set to restricted access
   No Azure AD groups have been added under Teams
   Once users or security groups are added under Users or Teams, they will appear in the Share dialog.

Next Steps:
Add the user’s regular account to the environment
Have them log in once to make.powerapps.com and select the CoE environment
Their regular account will then appear in the Share dialog

When the user was in Power Apps and when to select the CoE Starter Kit environment it is not available for him to select.
