Background downloading

PPT 2017/2019 says in the marketplace description:

It runs in the background and will detect any uninstalled extensions, then download and install them.

First I'd like to understand if this is referring to just the first time you install, or whether it checks every time VS exits.

If it's the latter, does this also happen in VS2022, and could there be an option be added to both versions to disable this?
