Stop using the artifactory instance and instead use the github maven repos

We aren't doing this for a couple reasons (mostly to do with the desire to keep artifacts in established repos). Once we get a website up and running, we can just apply for a sonatype open source account.

How about this https://bintray.com/bintray/jcenter? It will allow us to push to maven central too.
