zero-crossing threshold always 0 in Rabiner/Sambur #2
Description
The original pywr code contains a bug by which the zero-crossing threshold (izct) is always 0.
To make that obvious the Scala code has an IzctConstant. This is an avenue for improving pywr's performance.
