Add filtering to `list_work_items`

It would be great to at least be able to filter work items by state, because right now big projects will always return an ever-increasing large amount of data, all of which then needs to be processed by the agent.

Also, list_work_items should return limited information for each item (eg the id's and names of filtered items–definitely NOT the full content). I have only 16 tasks and this tool returns 17k tokens of useless info.
