Permissions model for editing and/or validating tiles

OK, getting greedy here. But, there's been a lot of good talk, particularly around the HOT Nepal response, on how to develop a user permissions system around editing, including:

• reserving some tasks for advanced editors only
• exposing tile validation to advanced editors only
• showing specific tutorials to new editors
• linking permissions to tutorials successfully completed.

What about a 'pared programming' approach to editing???

We haven't started any work on this. For us, the bigger validation issue right now is verifying the start_date tags of the logging roads. We are trying more of a crowd source approach to that with a new tool based on Mapbox's to-fix project http://fix.loggingroads.org/

I think this feature would still be useful. When/if we get to it, we would definitely do it in a way it could be merged back in.
