Missing Pal Modules could not be compiled

I followed the full guide and went over it a few times and after doing online research I can't seem to get past this error

I'm having this same problem, and I couldn't even solve it with the solution in the documentation.

For future seekers what fixed it for me was:
Change your “%appdata%\Unreal Engine\UnrealBuildTool\BuildConfiguration.xml” to

<Configuration xmlns="https://www.unrealengine.com/BuildConfiguration">
    <WindowsPlatform>
        <CompilerVersion>14.38.33130</CompilerVersion>
