Support for sysctl, sysfs, and limited vm, systemd settings
Support for rebooting - use kernel_settings_reboot_ok to allow
the role to reboot the managed host if necessary. Otherwise, the
role will set kernel_settings_reboot_required to indicate that
the managed host must be rebooted for the specified changes to
take effect.
