It is much easier to allow a user to add one specific URL in their profile that to allow them to just edit it with anything, So out webid system should follow

One interesting this is that webizen could also augment its quad store with a seeAlso / sameAs relation, by taking the user through a web form and provisioning them some space.

For example the quad would be

<webid> <rdfs:sameAs> <URI> <webid>

So maybe the webid actually is the 4th part, because the user is making a claim about themselves.
