Allow created_by on Name, similar to Statements

The creator of a scientific name for a species is very important information for natural history museums. So this isn't the person who assigned the concept to a particular instance, or even the name to the concept, but the person who created the name originally. It might or might not be witnessed in a particular publication, but even if it is, the author of the publication might not be the person who created the name.

So, related to #586, #635 and #648, in 1.1 it would be good to allow created_by on Name following the regular Creation pattern.

Questions:

• Is this only useful for concepts, or is it more generally useful?
• Person names aren't really the same... who "coined" the name "George"?

some examples where names are tied to creators or creation events: exhibition titles, names given in provenance events (e.g. the name comes from the textual work of Knoedler Stock Book 7, but could also have been created by a dealer or auctioneer, I don't think the GPI modeling distinguishes between the two because it may not be known), author names when they had multiple names over their lifetime that occurred for known reasons (what comes to mind is formerly enslaved persons, though people can have many names over their lifetime for various reasons or created by different people), names of events that changed over time specifically scoped to a creator, event or timespan that effected it, and trying not to wade into when it's actually a different entity...there's probably loads more examples I am not considering.

this does not, of course, mean the data always exists to support the use of this, in as strong of a use case of the taxonomy one :) in the case of Isabella, peaking into the Rijks collection system, we don't even have a field for who created the former titles. We do record who created former descriptions...
