Upgrade Allegro #13

Cortex Command uses a super old and custom version of Allegro. From the README:
This version uses a slightly modified version of Allegro. The only difference from the original is a custom window borderless mode implemented to fix fullscreen issues. If you're gonna rebuild Allegro you'l probably need to disable custom calls in FrameMan.
If it's true that the only modification is the borderless fullscreen window mode, that could be fixed by simply upgrading to a newer version. Allegro has a mode like that, called ALLEGRO_FULLSCREEN_WINDOW, starting in version 4.9.18. If we could upgrade, then we wouldn't need to use a custom fork of Allegro.
