[BUG] CO Site users missing from assignment #25
Description
This is a report from Colombia - they are doing assignment by whole site, but not gettijng a taks that is assigned to as many users as they would expect, indicating that some "stray" users might not really belong to the site.

I had no problems doing so, but when I go to view the assignment details, it shows that it has been assigned to only 112 users, and we only have records for 480 users created for schools B and C, which are the ones we are going to apply this week. Why is there this difference? The test assignment is called: “Ensayo_seguimientoBogotá2025”
