Add a URL prefix to Things #264
Description
At the moment, the path for a Thing is hard coded as /{name}/. It would be nice to have a prefix, for example /api/v3/{name}/.
I guess an API prefix like that might also want to apply to the rest of LabThings.
We might consider having two prefixes: one for everything and one just for the Things.
