Rest API Functionality is Currently Broken

Any call to the REST API (or invocation of the code that calls the REST API) results in an error in the code and no output. This has caused this code (licAndResp.ts) to be removed from the run pipeline and all data attached to it to be replaced with placeholder -1 values.
