Investigate watching for managed resource updates instead of polling #38
Description
Currently koreo polls on "delay" (defaulting at 30s) for updates to verify postconditions on ResourceFunctions. We should investigate what the implications are for opening a watch for those resources to get status updates / changes when they happen to make the workflow reconciles more efficient.
