Portable mode for `user.config`

Would be nice to have a portable mode, e.g. if user.config's found in the launch_dir or launch_dir/config (not working dir), then it uses that file instead of the one in $env:LOCALAPPDATA/EventLook.

Hello @brian6932 , just to clarify, are you using a local build instead of installing from Microsoft Store? I always install EventLook from Microsoft Store (unless when I modify the code), so didn't think of making the settings portable.
