Turn partial and blocked task results into actionable follow-up signals by requiring a concise unblock note at task completion time.
Success Criteria
- Partial and blocked outcomes cannot be finalized without a structured unblock note.
- The note includes the blocking cause and one concrete next action.
- The unblock note is written to a machine-readable artifact that backlog or retry automation can consume.
