Race condition in accessing .gitconfig

Running multiple Git commands at the same time can cause issues: 

```
Error code: 128
Error: warning: unable to access 'C:/Users/<username>/.gitconfig': Permission denied
fatal: unknown error occurred while reading the configuration files
```

Should implement retry, or queue Git commands so that only one runs at a time.
