Add `access-modifier-suppressions` by default

What feature do you want to see added?

In both jenkinsci/azure-ad-plugin#550 and jenkinsci/htmlpublisher-plugin#274 plugins wanted to use access-modifier-suppressions but didn't find it working out of the box and added it in a way that bloated the JPI with an additional JAR. Since this is a common mistake, it might be helpful for the default plugin build to include this functionality out of the box.

Filed in plugin-pom but this could just as easily be implemented in core by shipping the access-modifier-suppressions JAR as part of core.
