S3 Integration Upload/Download and PDF

Implement S3/MinIO integration to handle file uploads and downloads for crime reports.
The service should support uploading evidence files to MinIO, automatically generating a PDF containing report details, and embedding attached images directly into the PDF. Metadata and S3 keys should be persisted in PostgreSQL to link files to their reports.
Files can be uploaded and stored in MinIO
A PDF is automatically generated on report submission
Attached images appear on a separate page in the PDF
Files can be downloaded via report UUID
