Documents subpage for eng

We need to add a subpage for sharing documents in English version of the homepage

Est version:
https://www.internet.ee/eis (in the bottom part under the map there is a section named Dokumendid
that link points to: https://www.internet.ee/eis/dokumendid

we need the same kind of section selector in Eng view: https://www.internet.ee/eif
pointing to this page: https://www.internet.ee/eif/documents

Tried to add the section in the voog gui, but with now success.
