Empty/blank PDFs in release untagged-7d8fa57a9a73cc63ce1f

Steps to reproduce:

1. Download https://github.com/include-cpp/toolboxes/releases/download/untagged-7d8fa57a9a73cc63ce1f/meetup.zip
2. Expand the above zip
3. Open the file meetup/meetup-toolbox/checklist.pdf

• Expected result: Content
• Actual result: In both Chrome and Acrobat Reader, I see a blank file/empty page

Environment: Windows 10

Also, in https://github.com/include-cpp/toolboxes/releases/download/untagged-7d8fa57a9a73cc63ce1f/conf.zip the file conf/conf-toolbox/code_of_conduct_template.pdf is a single blank page.

Both these problem files are 6989 bytes in size.

As the other PDFs in conf.zip are fine, perhaps this suggests a problem with the source files, rather than the conversion mechanism?

Sorry @claremacrae , I wasn't receiving updates on the project and missed your issues.
I created #10 and #11 that actually fill those files with what I'm proposing as content.
