Timer for pausing network traffic

I think that adding a manually set timer for pausing network traffic would be useful. I have noticed that pretty much all the hanging that UI does, on my end at least, is when files are downloading and syncing to the database. If network traffic is paused, then the UI no longer hangs. If there was a timer for pausing then network traffic can be paused without needing to remember to turn it back on later.
