[REQ] Kubernetes Testing

Feature Behavior

We should use kubernetes as the container platform to run tests.

Current Behavior

Docker compose is used right now to run containers and test.

Benefits

• More cloud nativey
• We can use cloud tooling
• Proves the stoke out for cloud usage

I've got tekton pipelines running. I have a single smoke test running, but to fully prove out everything the following is needed:

• Update the pipeline to be able to set db init values
• Add bringing up LDAP server task
• Create pipelines for each test case: sqlite, postgres, mysql, LDAP-backed, OIDC-backed
