feat: Add support for PiKVM

With work being done to Add Initial Support for iDRAC, iLO, and Supermicro IPMI Power-On Methods #19 - it would also be nice to see support for PiKVM added. PiKVM has an API to do exactly what we need. I think that PR needs to be finished / merged for work to begin on this, as discussion surrounding config schema changes is ongoing. Once that PR has merged, my hope is that I'd create a PR for adding support for PiKVM, which would close this issue.

@Azelphur Would you be just calling the API or actually running wolnut on the PiKVM? It appears to have docker support and a free USB port. Wouldn't effect the scope of the issue, just curious.

@mike-heckman for me personally, both. I did bump into there being no arm32 builds in docker hub, but wolnut seems to build and run from the Dockerfile fine. PiKVM is ArchLinux based, so you can just install docker and run things as you would on any other platform. With the only minor difference being that you have to run rw to make the filesystem writable (it's read only by default)

This issue is about calling the API though, the objective is that when power is restored, wolnot should call PiKVMs API (which in my case would be localhost) and turn my server back on.
