Repeated 429 errors with Gemini 2.5 Flash despite being under quota limits (paid Tier 1)

Hello,

I have a paid Tier 1 billing account and am currently receiving the following error when using the Python Gemini API (not Vertex AI) in Colab for the Gemini 2.5 Flash model, despite being under the quota limits:

ClientError: 429 RESOURCE_EXHAUSTED. {'error': {'code': 429, 'message': 'Resource has been exhausted (e.g. check quota).', 'status': 'RESOURCE_EXHAUSTED'}}
